Class Restriction:

Attach to target ally.

Ongoing: Attached ally has +3 / +3, attacks opposing hero and allies at random, and must attack each turn if able.

“Must attack if able” means that the controller of the ally Blind Rage is attached to cannot pass priority on an empty chain when that ally could be legally proposed as an attacker. That player may choose to do something, such as use the ally’s activated power, that makes it unable to attack before being required to attack with it.
To attack at random, first determine all legal proposed defenders, and then choose one of them at random.
